Howard was appointed to the Bothell City Planning Commission 6 years and elected to 4 years on the Bothell City Council. President Guemes Island Property Owners Association 15+ years, President of water association, Treasurer of Guemes Island Planning and Advisory Committee, Treasurer of Guemes Island Community Center Association and Treasurer of the North Sound Alliance.

Howard, who is very politically active, held the sign for the Skagit County Green Party as they helped protest Glenn Beck Day and Mayor Bud Norris' flawed decision.
Howard stood with many concerned citizens protesting Bud Norris, who rewarded pundit Glenn Beck by giving him the key to Mount Vernon, and proclaiming "Glenn Beck Day".
Currently retired, Green Party member and citizen activist. Peace activist and environmentalist for 31 years.
Internal Revenue Service 39 years with significant experience in uncovering and prosecution of foreign tax evasion schemes and white collar crime. Served as government expert witness in numerous tax cases.
